I get this too when I’m trying to deposit to a gambling site located in PA, which is where I live. PayPal told me they decline these deposits unless the vendor has satisfied PayPal they will prevent fraud. The casino I’m using , betrivers, said they have a working relationship with PayPal and this should not be an issue but I can’t get a straight answer when I contact PayPal to ask about it. I’ve been asking them for a year now and never got the same response twice.
