Why aren't I able to get the available cash advance from my Paypal Mastercard?

I spoke to the customer service rep at the number on the back of the card and she assured me I had $560 available for cash advance.  Yet, no matter how I try (cashapp, ATM), I cannot access the money.  I've even tried to Paypal the money to my bank account with no success (when I do that, Paypal is telling me they can't verify the Paypal card).   

The ATM asked for a pin.  I never received one, so I just used my bank account pin.  Seemed to work until it was declined. 

Anyway, does anyone know what the problem is?
