If when a buyer files a dispute and wins the seller can just say 'item not fully returned' and get their money back then there would never be a reason for a buyer to open a dispute as they would never win.
Paypal gives some seller and some buyer protection but that can never be a 100% coverall. So you have to risk assess your own transactions.
In the case of a dispute for item received but not as described Paypal normally finds for the buyer as long as they provide trackable proof of delivery of the item back to the seller at their own expense.
That does not mean that if you have enough proof you can't take legal action against the buyer.

Correct, otherwise every seller that lost a dispute would be able to say the return item was missing and the buyer lose out.
It would make the dispute process meaningless for buyers.
