Unable to send payment. Whenever I try to, paypal says "there's an issue with this payment method. Contact your bank to get more details or use another form of payment". Visited the bank and talked to 3 workers and they all said there is nothing wrong with my bank account. I've also used this debit card (which paypal is declining) to make payments internationally and it has worked before. Talked to paypal workers and they said it's because bank is declining the transaction. No one from either side is providing help whatsoever.

I get exactly the same. It's been going on for a month now. Bank says there's nothing wrong with any of the cards I've tried.
PayPal just seems to be broken.
I've asked my suppliers to sign up to different online payment systems as I see no alternative.
