Refund not available on debit card nor on PayPal wallet

Greetings,

I tried to transfer funds to a friend on 11th of July and he refunded it immidiatelly since I made a mistake and used "Paying for an item or service” option instead of “Sending to a friend” since it was my first sending money via PayPal. The transaction details of that refund first stated that the funds will be available on my debit card on 15th of July, but until today I never received those funds neither on my debit card nor on PayPal balance. First I went to the bank to ask for help, but they said the funds are probably struck on some transitional account between PayPal and them and suggested to report the problem to PayPal. I tried to do that through Resolution Center, but when I selected the case I only got this message: "We're sorry, you can't file a case on this type of transaction."
