Question about refund

I made a purchase a month ago, it's a pre-order item. I waited for a month and there were no updates so I decided to cancel the order. I used PayPal to split the payment method to both debit and credit cards of my bank account. But my original debit card got replaced with a new one because my original debit card was being used by someone I have no idea who that is (Luckily my bank declined those transactions). And this happens right after I asked to get a refund for that purchase with the seller. I am not sure does the seller has anything to do with this, but that was the only purchase I made recently using my debit card.

The seller did accept my request for a refund, so the question is where will the refund of my debit card go? Will it go to the new debit card or act as a PayPal balance or what else?

If the card ACCOUNT that both cards belong or belonged to is still open then it should go through fine.
However if its a completely new card / account then it may decline so ask your old card issuer if they can help you recover your refund.
