Personal account can only send money for goods and services

I have a personal account (I know that because I can see the upgrade to business button in my settings) and I want to send money to a friend. However, when I am on the confirm and send screen, this shows up: "You can only make payments for goods and services on your account. By continuing, you confirm that you’re making a goods and services payment, not a personal payment." How do I send money to a friend?
