Paypal has charged my bank $7000 as a "retry charge". The charge was tried 10 days ago but rejected. The transaction was then canceled so I received a refund from PayPal to my bank. PayPal is saying it has no information, that the second charge does not show up on my PayPal account and the only way to get my money back is to dispute the charge with my bank. My bank is saying PayPal has to issue a refund on their end otherwise they cannot do anything to cancel the transaction.
