Paypal Balance On-hold

Hi! I am a seller of Digital Goods. The seller already paid me but the balance is not reflecting on my Paypal Wallet and the status is "ON-HOLD" 
How can I receive the money as I sell Digital Goods and does not require any couriers to ship it to the buyer. What should I do in order to receive the money and not wait 21 days as I need the money. I cannot release my Digital Good to the sender as he can report or request for refund my digital good. I just want to ask what suits the best on our transaction to be available on my wallet since everything is completed on the sender's end and no further action needed.
Can someone help me with this problem? If the only option is to wait 21 Days in order to receive the money then I think paypal is not the platform for me.

The new seller hold does not go on forever, just until Paypal think you have built up a good seller reputation as per link.

However with payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. They can validate the tracking information online, so once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale or no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

However If you mark the transaction as processed then the buyer sender may have the option on their account to mark the transaction as delivery/satisfied. If the buyer sender confirms this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after the buyer sender verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
