Not able to use PayPal in India without a bank account

I've just created my personal account in India and when I send a request , got this error "Requester account is restricted". I don't have a Pan card or a bank account but had learnt that we can send and receive payments through paypal with mearly an email or a phone number. Would really appreciate your help. TIA

To receive funds in your country you would need to add a bank account as you have the auto withdrawal of funds option in your country.
