My order will not complete at PrivateVPN.com - they accept Paypal - checkout won't complete

Been trying for days to buy a subscription from privatevpn.com. I chose them because they do accept paypal as a payment method. In the past - on three occasions, I have used Paypal to buy a one month subscription. On the vpn site, under my history, I can clearly see where Paypal sent those 3 payments to them. For some unknown reason, my order will not process at this time.
I am now wanting to buy their $2 a month deal - total of $72.
I go through about 3 steps in the payment process and at the end of the road - I am met with this:

PrivateVPN insisists that this message is generated by Paypal and is not from them.

To add another weird twist to this story, I had noticed in my Paypal Wallet - that my bank checkcard had not been updated. I updated it and still kept my bank checking account as "Preferred'. Making that adjustment did nothing to help the situation; however, around this time, 
I received an email from my bank asking if i want to authorize or deny a $72 charge!
I called the bank the next day and was told that the $72 request for funds came from Paypal!

I go back to the vpn site and there is no mention of any pending order - no emails from them. IOW - I want to go to their site, hit the 'pay using paypal' button and follow through with my order on their site....still met with that message above.
I have spoken twice to Paypal support on the phone and they tell me that dead end message was generated by the vpn site...who say it is you.

I think someone from Paypal needs to contact PrivateVPN.com and properly integrate their site.
Why would Paypal try and access my bank for that $72...outside of my order process? My bank flagged that as suspicious.

I really would like to purchase the deal offered on that vpn site and of all their accepted payment methods, Paypal is the only one I can use.

Please direct this to someone who can make it so my order will go through - as it has done in the past. thank you
