Money transfer to Ukraine from Belarus

Cannot make donations to Ukraine from Belarus via money transfer. I’ve done such before. Now says “this type of action is impossible”. Why?

Paypal account holders in the Ukraine can only accept payments via the friends/family option and not via goods/services.

HOWEVER not all countries have the friends/family payment option so they would not be able to send at all.
