Missing Refunds / not helpful offshore CS

Trying to recover missing refunds from multiple merchants that have already remitted payment to PayPal has been a nightmare. The offshore customer support staff, including supervisors, have largely been incompetent. They don't pay attention, give incorrect information and aren't able to compute 3rd grade math.
Incredibly long wait times, up to 3 hours, while they create "tickets" that just come back from the "back office" as "invalid".
Spoken to multiple CS reps including 3 supervisors, even going so far as to create a 3 way call between the vendor and the supervisor has proven to be futile.
I have tried several times to leave feedback about the terrible customer service provided through the feedback button on the website, but the link is, for one reason or another, not working.
Please stop trying to save money by hiring offshore customer support that is unable to do simple arithmetic . If you're going to do that to solve basic inquiries, at least have some supervisors in the US that are able to help with more than just verifying the name on your account.
As for writing this, I am still missing ~$5000 worth of refunds that have already been sent back from the vendors while the incompetent staff opens cases for "good not as described" or asks me to provide tracking numbers.
There is clearly a technical problem with PayPal not receiving refunds from vendors which they refuse to address or acknowledge.
