Keep getting circle when i try to use paypal on b&q online so cant log on to pay

Been trying to use paypal to pay b&q today but keep getting the spinning circle on the native popup history paypal.com

Spinning circle denotes internet access issues.  There may be local issues with internet service.  Obviously, that would be beyond PayPals control.  I get these issues from time to time in Canada, given a bit of time, it gets sorted out and everything returns to proper function.
