Is anyone else getting payments to upgrade on YouTube denied?

YouTube keeps offering to upgrade my account and I am amenable to do so.  However PayPal refuses the payment.  It won't even open the payment screen.  There is no error message beyond the 'Tube telling me the payment was flat refused.  I can use it for e-bay and everything else, it's just YouTube that doesn't work.

PayPal declined your payment due to a status issue. Check your PayPal account or select a different payment method. [Removed]
