I received a friends and family payment on the 9th March and PayPal said it would take 4-7 business days to process the payment and add it to my account. It's now the 21st of March nearly 2 weeks later and the money is still stuck on pending. Can anyone tell me how i can resolve this and get my money.

Well if its pending it means paypal have not received the funds from the senders bank account yet.
Echeques go via ACH in batches and normally take 5-7 working days.
If its taking longer than it will either clear or fail (if there are not enough funds in the senders bank account to fund the payment).
However Paypal cannot do anything about it until they receive the funds when they will credit it to your paypal balance.

Can take 5-7 days however the date paypal gives you is an estimate as they don't know how long your bank takes to process their payments.
As its a friends/family payment funded via your bank account ie an echeque (free option) then you have to wait for it to clear.
HOWEVER it can also 'fail' if the sender does not have enough funds in their bank account to fund the payment.
