I can't receive funds from Fiverr. Paypal keeps declining my payment. I added a visa card to my Paypal account. But nothing has changed - the payment still fails and Paypal rejects it. My account is verified and I have received funds there many times and withdrawn them to the card. What should I do?

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments which is what your Fiverr transfer would be classed as.
