How to withdraw money to Ukranian bank account?

I have my PayPal account which is registered with my Spain address (so PayPal recognizes me as a Spain user). In order to withdraw money to my Ukranian bank account I have to link this bank to my PayPal account. When I click on the Link Bank button it asks me to provide an IBAN number and choose a country from the list, the problem is there is no Ukraine in the list of countries.

The question is - is there a way to link my Ukranian bank account if I have PayPal registered with Spain address?

P.S. my personal account is registered in Israel, however, I am asking on behalf of my mother's account which is registred in Spain.

Paypal is country specific so if you move countries you have to close your old Paypal account and open a new Paypal account registered in the country where you now live. You would then need to add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things. However UK customer services can't help you with a Japan account and vice versa so you may be stuck.
