You can only cancel a pending payment if the email address you sent it to is non-existent and so it can never complete.
Other than that it is pending if its an echeque until it clears, you would see an estimated clearance date OR its pending waiting to be captured by the seller OR its pending because the email address you sent the payment to is not yet linked to an active paypal account.
If it remains pending it should time out at 30 days.
