How to get a refund for payment that was not received by the seller?

I paid the seller but he could not receive the money since i sent it as goods and services but i needed a refund

I do understand that you want to want to request a refund on your PayPal account. Please read this article to know how this can be done. You can reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page for any additional help. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).

If he could not RECEIVE the funds then they would be showing as pending awaiting authorisation on your paypal account?

If that is not the case and the transfer is marked as completed or sent then if the recipient chooses not to refund you then you would need to open a paypal dispute as per link.
