How do I change a payment recipient from "business" to "friends and family"?

I sent a payment to somebody as a business transaction, which was a mistake, as I should have sent it as "friends and family". She refunded me the money (which would have been on hold for another 21 days), and now I want to send her the payment as "friends and family", But it seems that the site is defaulting to business transaction. How do I change the recipient from business to friends and family?

What country is she in?

What account type does she have?

Also do not send it f/f if its for a purchase as it negates your buyer protection and because the seller evades paying their paypal fee then both accounts can be limited if paypal review the transaction (which they do for f/f payments).

She is in the US.
If by "account type" you mean business or friends and family, she has friends and family.

I sent her money as a business transaction, based on an assumption by me, as she was providing a consulting service as a "middleman" to help my girlfriend's mother get connected with home health care services after a hospitalization. Because she is f/f, and the money was sent as business, the money was placed on hold for 21 days.  The money I sent was intended to be a partial payment for the first month of the home health care services, which need to start immediately, as my girlfriend is "stuck" in New Jersey caring for her mother, and cannot return to Chicago and her work until the home health care services begin.  So, she issued me a refund (I have documentation of this from paypal) and now I want to send the money as f/f, so the money can be available immediately.  However, when I go to send the money, I am not offered the choice of f/f vs business, so I assume paypal is defaulting to business (which is how I sent the money to her before), which means the money will be placed on hold again, and I (and my girlfriend) will be back in the same spot as we just were.  So, how do I change the recipient to f/f on my end?

There is no friends/family account, f/f is a payment option inside of a business or personal  account.

So as you were sending funds for a 'service' then you chose the correct option of a goods/services payment.

You can accept friends/family OR goods/services payments on a personal as well as a business account.

Be very careful when sending friends/family for a service as that is the option scammers use knowing that if they do not provide that service there is nothing you can do about it.

Thank you for clarifying.

This is a personal account.  When I try to re-send money, I am not given the choice of business or f/f.  Paypal rep just told me on the phone I need the email address of the recipient, and enter that instead of paypal ID, then I should be able to choose f/f.

Why would you not use email or phone number to send it?

Those are the normal options.

I was only given the paypal ID by my girlfriend.  I have inquired of her the email and phone number of the recipient, and will try that.
