Whenever I try to transfer my money from PayPal to my bank it says it's not eligible? I'm from Puerto Rico and I've never had problems. I really need that money. I only have 1 card from Banco Popular here. I don't know what to do

Maybe try adding a U.S bank account instead of a card (and confirming it)?
