Error "transaction cannot be completed at this time" when trying to link debit card

I deleted my previous paypal account and created a new one (using the same email) and tried linking my debit card to it. However, since the past 2 days, I have been getting the error "this transaction cannot be processed at this time" in the paypal app. I have tried using the browser version but I get an error saying "your card has been declined". How to resolve this? I need to make some payments soon and the only way is paypal.

Did you remove the card before trying to add to the new account?

If so then did you confirm the card after adding it?

Did you allow 72 hours from removing to adding the card to your new account?

If nothing helps then contact customer services for help with it.

 

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?

I had the same error "transaction cannot be completed at this time" tonight when trying to transfer money from a visa debit card I'd used before to Paypal.  I couldn't get an answer from Paypal or my bank either, and finally tried turning off my VPN (remembering that another bank won't let me use online banking when I'm on VPN).  Sometimes VPN looks like too many people are using the same IP address, or the transaction request is coming from another country, so some banks don't like it.  You can try turning off your VPN while banking if you use one, and see if that works.

Be careful, its against paypal rules to use VPN and many have been permanently limited for doing so.
