Error message when trying to withdraw paypal balance

When I try to withdraw my paypal balance it gives me the below error message - why is this? 'There's nothing to transfer at the moment. Please try again when you have money in your PayPal balance.'

Why is this? I cannot find any useful information given by the helpdesk from Paypal and the money has been stuck in there for several months now.

NO THAT IS NOT RIGHT, THE ABOVE POSTER @Technicals  IS NOT PAYPAL AND IS A SCAMMER.

DO NOT SEND THEM ANYTHING, MODERATORS HAVE BEEN INFORMED.

Secondly are the funds in your balance in sterling or another currency?
