Deducted money but i didn't received yet

I did cashin money thru gcash wallet. Paypal to gcash. The gcash wallet system error when i did cash in then i check my paypal wallet already deducted the amount i cash in on my gcash wallet. I dont know what to do know no reply from paypal help center. Also the gcash still on going the validation. I'm here know in hospital. I need to pay now the hospital bills to leave here. But in this case our hospital bills still continue because of this matter huhuhu
