Cannot send refund due to insufficient funds?!!

I have received an amount in USD which is showing as a balance in GBP. I want to refund it to the sender but PayPal says I do not have enough funds to refund it. The chatbot said this type of transaction cannot be refunded. If I send back the GBP balance to him, he receives $15 less. What's the deal? What's going on?

When you received the funds were you charged a fee (it would show on the details page of that transaction).

Only as Paypal no longer return the fee you are charged when your buyer paid you may not have the full amount in your balance to refund.

Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.

Hmm thank you for that but it does not show a fee being paid, I believe the person sent it for friends and family, not for goods and services.
