Cannot get PayPal balance out of PayPal

I have 20k in PayPal that I cannot get out by any means. All they do is say wait 3 days and try again.

I have tried every method PayPal has of getting my money out. For the 5th time I am again waiting 3 days to try again. The help desk has no other solution and admits it cannot help. If anyone has a solution please advise....and no crypto either so don't even mention it.
