Can't respond to dispute

Hello this has never happened to me before. A buyer opened a dispute with me and claims that they got a refund so they don't need to do anything. I don't know how the refund was done but nothing was deducted from my account and they won't answer me. I used to be able to just send a response to the buyer but that section has disappeared. The only choices are irrelevant to the situation and will result in me losing the money twice. There is no option to say they received a refund and to close the case.
