Blocked money after an unfulfilled purchase.

Hello ,
On April 27, I made a purchase attempt, but the transaction did not go through. Since then, this amount has been blocked in my bank account. Shortly after, I made another attempt and the payment went through. However, from the first attempt, the money remains blocked.
Is it possible to release this amount, or is there a certain period of waiting?
I spoke to my bank - They say it's not up to them.
I wrote to the seller - From there they replied that "We simply have not made a payment - contact PayPal."
Please tell me what I should do.

It will eventually expire and fall off. If it is still blocked after 30 days only at your bank, contact your bank. If you see it pending in PayPal beyond 30 days contact PayPal customer services, not the forums.
