Depends, paypal does let you use your balance for a few times normally before asking you to verify your paypal account with a back up bank or card but that is not guaranteed.
Make sure funds are in the correct currency and you have >>>
Clicked on the profile tab (icon next to log out) > Clicked on payments third option along on the thick blue band top of page > second down and then click on update next to your preferred way to pay and put a dot in the balance option.
