I sent $1,000 emergency money to a friend today. PayPal recognized and accepted my friend’s bank, checking account and debit card during setup, accepted my transfer, but won’t let him “accept” the money to his account OR card. It gives a message saying “THESE CAN’T BE USED FOR TRANSFERS. SOME BANKS AND CARDS DON’T ACCEPT TRANSFERS JUST YET. But it doesn’t give him the option to decline, and doesn’t give me a way to cancel the transaction. My bank showed the money deducted from my account immediately, and my friend received a notification from PayPal to accept, but won’t allow him too.
