Even I had the same issue. These are the steps provided by PayPal -

*******************************************************************************

After reviewing your account I can see that it is not verified yet. This is the reason of the message you are getting

Verification lifts the sending and withdrawal limit on your account.

All you need to do is to follow the steps below to verify your account;
  1. Log in to your PayPal account.

  2. Click Wallet near the top of the page.

  3. Click the card you want to link.

  4. Click Confirm credit card.

  5. Read the information provided and click OK.

We will charge your card 1.50 EUR. This charge will show on your card statement within 2-3 working days.

There will be a 4-digit PayPal code shown on your card statement next to this charge. In the item description section, this code is printed next to the word ‘PAYPAL’ or ‘PP’.
Your code will look like this on your statement:
    PayPal*1234 CODE or PP*1234 CODE
When you know your PayPal code, you can confirm your card:
    1. Go to the PayPal website and log in to your account.

    2. Click Wallet near the top of the page.

    3. Click the desired card with the "Ready to confirm" banner.

    4. Click Confirm credit card.

    5. Enter the 4-digit code we sent to you.

    6. Click Confirm.

Once your account is verified you will be able to withdraw further without any limits
