paypal holding gift money to family member for 21 days

I sent a gift, money, to my brothers pay pal account...but paypal is holding it for 21 days but he needs it immediately very strange setup for a gift.

If its on hold as a new seller then it means you sent the payment using the goods/services option and not the friends/family option.

If so then he is subject to the new seller hold as per link.

Tell them to mark the transaction as processed then you may have the option on your account to mark the transaction as delivery/satisfied. If they confirm this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after they verify receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
