how to understand this "Have no disputes for 40 more days"

Good afternoon ! I have been received a transaction on July, 14 on my New PayPal account and money was on hold for 21 days till August, 4. Today is August 4 and I still cant see an amount on my PayPal Balance. 

The second problem why my money "on hold" I should "Have no disputes for 40 more days" ( an don't have any)

Please help me to solve this problem, how to release my money from hold

Held for 21 days, doesn't say its released first thing in the morning on the 4th does it? Allow till after midnight.

The hold itself lasts until paypal think you have built up a reasonable seller reputation.
