Why isnt paypal releasing my seller's funds?

Why isnt paypal releasing my seller's funds? On their end it said that the money would be available today(the 15th) yet they sent a message saying paypal is still holding the funds? Why could that be? To be clear, what i bought is a digital character, and i thought i had removed the shipping address when sending over the payment, so there shouldn't be any tracking or shipment related things on their end. Any help is greatly appreciated

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. They can validate the tracking information online, so once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale or no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

However If your seller marks the transaction as processed then you may have the option on your account to mark the transaction as delivery/satisfied. If you confirm this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after you verify receipt. This is not always available or guaranteed. 
If not then sadly they will have to wait 21 days.
