Why can't I transfer funds why are they doing this to me

So I finally get someone to rent out my home and legit.. I need this money.. and weeks before my phone gets stolen and I lose access to everything fast forward to today I hear the new renters can't cashapp me but can PayPal.. my heart sinks.. somehow I knew it'd be. Nightmare.and it has. I can't touch the money. I can't do **bleep** and now I gotta leave my house due to it being rented out finally. Only I can't access money.. I gotta be out tomorrow and I don't know what to do. If I can't use my PayPal balance soon I'm going to be on the streets with my pregnant wife!!! please If somebody knowledgeable or even better WORKS FOR PAYPAL, please.. help me I beg of you.. please.

You haven't said why you can't withdraw your funds?

If your phone was stolen then contact customer services to help you log into your paypal account?

I could always log in but I've had other issues due to phone being stolen so it was a assumption. Also my PayPal was fairly unused up until a quite substantial deposit from new contact. I may have just locked my account. It says available but yeah can't add previous bank I had deleted in efforts to get money and now I'm stuck
