Why can't I pay Alibaba.com using funds in my paypal wallet?

I am trying to make payment on alibaba.com but it does not give me the option to pay using my paypal wallet which has enough funds - why cant I pay using the funds in my paypal wallet?

Are the funds in your paypal balance cleared and not pending?

Are they in the correct currency that that site accepts?

Have you marked your balance as your preferred funding choice in your paypal account?
