Why Paypal not Initiating Automatic Payment Immediately. Is there any time limit to start?

Earlier Manual transfers of funds were easy & friendly - that totally depends upon us, how much amount we can transfer to bank & how much we can keep in Paypal Account. 

But now "Automatic Payment Transfer" I'm struggling- it's not happening immediately & I have tried connecting to customer care- but no one is available. 

My Question is here: If "Automatic Payment Transfer" selected as best then why it's not happening Immediately? 

Paypal Team- Kindly solve my issue- still "Automatic Payment Transfer" not initiated.
