What time of day does my payment on hold get released?

I was payed on the 16th of June, but it was put on hold until the 7th of July, which is tomorrow. The problem is that I don't know what time of the day it will be given. Some accounts say it would be as soon as it's the 7th in my time zone, or 24 hours after that date so on the 8th, or even in the morning of the 7th. I've not gotten any consistent answers from online. I don't need an answer saying I can cut the hold time by doing different things, because I'm not planning on taking that advice. I just want to know the TIME of day.

When paypal get around to releasing it (may be another 24 hours after the hold is released).
