What does this mean? On a statement, what does it mean? General withdrawal to not bank entity.

I sent $100 to my brother. On my end, it says sent and received. On his end it says received. He says he never received it. I couldn't find a transaction history of where it went after he received it. However, On a PDF statement generated by PayPal, for the same date, I get "General withdrawal to not bank entity" followed by an ID code. What does this mean?

If he doesn't have a balance account then check the funds have not been auto withdrawn straight to his bank account?
