Unable to activate pre approved payment

I tried linking my coinbase with my PayPal and I get this message unable to activate pre approve payment at this

Thank you for your post. I'm sorry to hear that you are unable to activate the pre approved payment, you must contact the merchant as the pre approved must be initiated from merchant website and PayPal will be a payment gateway.
