Transaction declined

So I’m trying to buy something from plati.ru, and it just says “To comply with international regulations, this transaction has been declined.” Please help.

Is it a Russian site? Only paypal no longer support Russia so you can't use your paypal account on Russian sites that normally accept paypal.
