Recipient still doesn't have cash

So I sent sister $830 bucks through instant send, and paypal auto sent as an echeck. The echeck cleared national clearing house July 12th (its now the 14th!!) And the info given to me by customer service chatbot. My sister's PayPal still reading that the payment is pending, with no option to deny accept or cancel. The money left my bank account the following day when I sent it. Yes I understand that it's suppose to go through national clearing house first which it did and cleared, then paypal puts money into recipients paypal for them to accept or deny payment, so why doesnt my sister have it yet?
