why was my account charged twice?

I bought a coupon for $1.97 from Hugeoff.com on March 2nd and two days later another 0.55 charge came in from Hugeoff.com on my citicard mastercard.   The transaction is marked CAN in both instances, is second charge some type of foreign transaction fee?   Its very large percentage-wise, over 25% of quoted purchase price.

Welcome to the PayPal Community Forum! I'm sorry to hear you've run into some issues with an unexpected charge on your card. Since it was charged on your Citicard, and it's listed as a foreign transaction fee, it sounds like that is a fee charged by your Citicard for transactions charged to that card which may be international transactions. 

I would recommend reaching out to your Citicard to see if that may be why that fee was charged and when you can expect that in the future.
