Pending payment, Multiple couriers

So I sold an item to a seller in Canada. He requested that I ship the item to another courier in Florida in which they will ship to him.

So I shipped it off and it arrived to his courier a few days later and now he currently has the item but paypal wont release the funds because they dont have an understand of how shipping with multiple couriers works.

1) Tracking says "Delivered to agent for final delivery" Which meant it arrived at his preferred courier, and they will handle shipping to Canada from Florida. And it will not show as delivered to his PayPal address because that's being handle by another courier. 

2) He does not have the option to "Confirm receipt" to release the funds and he told support.

3) He also told support the he received the item already, and someone from support agreed to release the fund if I contacted them.

4) 5 different paypal employees have talked to me saying different things and not looking at the screenshots the buyer sent me saying he has the item and there isnt an option to "confirm receipt" him admitting he has it

Firstly be careful doing this as you would lose seller protection if you didn't send the item to the registered address of the buyer at the time of payment.

Secondly funds are released when tracking shows delivery of the item +1 day, if tracking does not or cannot show online as delivered then you may have to wait 21 days.

If you mark it shipped or processed then the buyer 'may' have the option to confirm receipt and release the funds earlier.
