Paypal purchase protection holding payment?

I'm trying to buy something from someone, and wanted to use the purchase protection form of payment instead of the friends and family option for my own safety. The seller is saying that they wont receive the money from paypal for 21 days because of the purchase protection, and because the item is digital they cant confirm shipping or that the item was received by me and therefore wont get their money. Is that true? If so how can we make sure the seller gets their money while i stay safe in this transaction?

The same thing happened to me. My friend from Malaysia sent me a gift for my birthday on February 24, 2022. But until now my money is on hold. I do not know what else to do to be able to get the money.

And there was no way you both could verity that the "item" or "goods" had been delivered?

I am still waiting what will happen to my money after 21 days. I understand that I have a new PayPal account. I hope to be able to withdraw the money after 21 days. I hope this doesn't happen again. If they do this everytime I receive money, I will just stop using Paypal. There are many ways to receive money internationally. Paypal have already deducted a service fee from the money sent to me. But my money is still on hold. 😥😥😥

If its marked as completed in your Paypal account then you have paid. The fact its pending on the sellers account is between them and Paypal.
Funds for new sellers are held for 21 days but released more quickly if they provide a tracking number (delivery + 1 day).

If its a service then they can mark the transaction as processed and as long as you confirm receipt they should get the funds 7 days afterwards.

If they refuse to send item/service then you could file a dispute for non receipt.
That may impact their paypal account in some way if they continue doing so.

DO NOT use friends/family, it will negate your buyer protection and is against paypal rules, stay safe.
