Paypal not available for google play or to purchase in app items like coins for REDDIT

I am having an issue. In Google Play Store it says PayPal is UNAVAILABLE. In REDDIT when I try to make in app purchases it says PayPal UNAVAILABLE. I have no other issue. I can log in to my account. I have made other transactions. It seems this issue is only with Google Play and in other in app purchases
