Paypal money on hold for 22 days now

I waited for 21 days as stated in paypal info.

Now it has been 22 days and my money is still at hold. Buyer already received the package and confirmed it and money are still pending.

What can I do? 😕
I even have conversation with the buyer and tracking number...
