Paypal currency exchange rates are way off

I understand paypal is taking commission or whatsoever when doing some exchanges (which is not indicated anywhere during the transaction btw), but the discrepancy is kinda huge!
1) Google: 4020USD > 3821EUR
2) The official Paypal Currency converter tool: 4020UDS > 3986EUR
3) what i actually got: 4020USD > 3664EUR
I really feel being ripped off! almost 200 eur!

nice 3% fees not mentioned anywhere during the transactions (but can of course be found in one of their hundreds links if you have enough patience to go through all of them).
why not do something useful and mention the fee during the actual transaction, instead of finding the surprise later on?
this is just so shady of paypal!
