Payment for intangible event on hold

I'm using my paypal account to collect payments for a church outing. I sent a member an invoice. when she signed up. Now her funds are on hold for three weeks. What/how do I edit the order or payment to release the funds so I can transfer the money to my church? There's no product or ticket to ship her. 

 

The funds for those who paid without receiving an invoice are not on hold, nor has any fee been deducted. The funds on hold show a deduction of 84 cents from a payment of $10.

Why did you not suggest they used the friends/family option instead of goods/services option to send the funds then you would not get the new seller hold as per below link OR used https://www.xoom.com/

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. They can validate the tracking information online, so once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale or no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

However If you mark the transaction as processed then the sender may have the option on their account to mark the transaction as delivery/satisfied. If the sender confirms this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after the sender verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
